Is this halloween costume too sexy for a 14 year old girl going to a halloween party (pic.) ?

I think there's a fine line with these costumes. I think if you wore them with some solid colored tights and some flat shoes then it could MAYBE be okay, as longs as your boobs weren't pushed up that high. If you were to wear these with the heels and the then it would definitely be too sexy.
